If I am getting this correctly, I'd say that she's not Enclave. That being said, I really feel sorry for her, more than I would even if she WAS Enclave. Very few deserve to die by falling from the sky.
I can only detect a few details that could be worked on. It would be better if you could tell the buildings were 3 dimensional; they look flat because of the shading. The second building especially. Other than that, all around great work. I'd like to see more.
